Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0020826), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The North Chautauqua Lake Sewer District WWTP has a design flow of 0.5 mgd. Treatment consists of screening, grit removal, primary settling, trickling filters, final settling and chlorination. Sludge generated at the facility is digested anaerobically, dried in beds and hauled to a landfill for disposal. The facility discharges treated wastewater into Mud Creek, a Class C waterbody, and Chautauqua Lake, Class A waterbody.

The proposed modifications to this permit include the following: changes to Seasonal Nitrogen Ammonia (as NH3) limits (effective June 1, 2018); the addition of a Total Residual Chlorine Limit (effective June 1, 2018); the addition of a compliance schedule for the aforementioned limits; the addition of a low priority Mercury Monitoring Plan; correction of errors noted in the previous permit; and the creation of a new table for final effluent limits under the Total Maximum Daily Load (TMDL) for Phosphorus in Chautauqua Lake. Additionally, the general conditions contained within the permit have been updated.

The Department is seeking comments on the proposed regulated activity prior to making a final decision on permit issuance. A draft permit is available for review.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V permit for the above-referenced facility which specializes in the design and manufacture of high-performance motion control systems for military and commercial aircraft, satellites and space and defense hardware, industrial machinery, energy industry machinery, marine applications, and medical equipment. The resulting emissions are typically not directly vented; but rather are mixed with comfort cooling and heating of the process area and returned to the building for makeup air. Particulates are captured in HVAC filtration systems and any other emissions are minimal and exempt.

Moog Inc. is subject to the Title V permitting requirements stated in 6 NYCRR Part 201-6 for major facilities. Although most of the emissions sources are exempt and/or small, the facility has a potential-to-emit volatile organic compounds (VOCs) greater than 50 tons per year. This permit covers activities at three neighboring Moog complexes located at 160-500 Jamison Road, 600-741 Conley Road and 6860 Seneca Street in the Town of Elma. There are seven emission units and eight emission points. There are also three emergency generators which are subject to 40CFR60 Subpart IIII.

Moog operates a non-electrolytic metal coating operation consisting of a chromate conversion coating plating line that contains the metal chromium. Since two tanks employ non-electrolysis plating, the standards and management practices that apply to these tanks are found at 63.11507(g) of 40CFR63 Subpart WWWWWW. Methylene chloride is used in a dip tank making the facility subject to 40CFR63 Subpart HHHHHH, NESHAP for paint stripping & miscellaneous surface coating operations at area sources.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:

Removal of existing deteriorated raised dock structures and replacement with floating docks at the facility listed above in Tuscarora Bay. The new docks will be anchored in place by 6 inch posts and will provide docking for a maximum number of eighteen boats. They will be removed yearly with the anchor posts remaining in place.
