Project Description:

This Department has received a request for a permit renewal and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at Remington Arms Company, 14 Hoefler Ave, Ilion, NY 13357.

The Department has made a tentative determination to approve the application for renewal of the Remington Arms Company's Air State Facility Permit. Remington Arms primarily manufactures small firearms and components thereof. The renewal to the Air State Facility Permit allows the operation of emission units 1-BRAZE, 2-HTTRT 3-HCLTK, 4-PMMIM, 5-NOHCL, 6-MISCL, 7-AUXBL, 8-WOODF which allows the operation of electric brazing operations, heat treating operations; acid tank lines for pre-braze, metal coloring lines and manganese tank lines; powdered metal and metal injection furnaces and ovens, non-HCl tank lines; miscellaneous operations including a lead pot for gun barrels, backup generator, and robotic polishing; a boiler, and wood machining, sanding and finishing. The facility has capped out of Title V Permitting requirements by tracking and restricting it's emissions of Hazardous Air Pollutants below individual emissions of 10 tons per year and cumulative emissions of 25 tons.

The draft permit with all conditions is available for review in the Region 6 NYSDEC sub-office in Utica, NY.

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 3.1968 Million Gallons Per Day (Million GPD) of water from the Moose River for operation of the Burrows Paper Corporation Facility. The facility has been in operation since 1950. No changes in current operations from recent years are proposed. The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 GPD which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

Project Description:

New York State Department of Environmental Conservation (DEC) received an application for a State Pollutant Discharge Elimination System (SPDES) permit for a proposed discharge from the applicant's facility located in the Town of Pinckney. The facility proposes to discharge 600 gallons per day of treated vehicle rinse water into groundwater. Treatment consists of an oil/water separator. DEC has made a tentative determination to issue a SPDES permit under Article 17 of the Environmental Conservation Law. Effluent limitations and monitoring requirements have been developed and a draft permit prepared. The draft permit, engineering reports and plans are available for review.

The discharge of treated sanitary wastewater from the facility is not covered under the terms of this draft permit.

New York State Department of Environmental Conservation (DEC) received an application for a permittee initiated modification of a State Pollutant Discharge Elimination System (SPDES) permit for the discharge from the applicant's facility located in the Town of Fowler. The facility discharges an average of 3,600 gallons per day of treated sanitary wastewater into Turnpike Creek Tributary, a Class D waterbody. DEC has made a tentative determination to issue a modification under Article 17 of the Environmental Conservation Law.

Following is a summary of the proposed changes in the draft permit as compared to the currently effective permit: disinfection requirements have been revised, a schedule to achieve disinfection requirements has been added, monitoring frequencies have been revised, permittee contact information has been updated, and permit pages have been revised to incorporate current DEC format, content, nomenclature, and general conditions.

The Department has received a request for a permit modification/renewal to operate air pollution sources and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a State Facility Permit, for the facility that is now located at "Norfolk Quarry", Town of Norfolk in St Lawrence County in New York State. This facility is owned and operated by Barrett Paving Materials Inc and the facility is also known as "Knapps Station". The exact location is on the north side of County Route 47 (on the west of the railroad bed) in Norfolk NY 13668. This facility is engaged in the quarrying, crushing and screening of limestone. The Standard Industrial Classification representative of this facility is 1422 (Crushed and Broken Limestone). With respect to air pollution regulation, the activities of concern at the Norfolk Quarry are limestone particulate matter which elutes from limestone handling activities and also oxides of nitrogen (NOx) and carbon monoxide (CO) which elute from diesel engines that drive this equipment. The facility has elected to cap CO, NOx and PM-10 emissions below Major Source Thresholds. This permit renewal has been performed for the purpose of bringing the latest Part 201 conditions into the permit.
