Project Description:

The Department has prepared draft permits, and made a tentative determination to approve the application to renew this facility's Title IV and Title V permits and install an upgraded nitrogen oxides (NOx) catalyst.

The facility consists of one GE LM 6000 simple cycle combustion turbine with ancillary support equipment. The turbine will utilize natural gas as the primary fuel with low-sulfur (0.05%) distillate fuel for backup.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V air pollution permit renewal and modification for North Shore University Hospital, located at 300 Community Dr., Manhasset, NY. The hospital consists of an eight building campus with emission sources that consist of: nineteen boilers- fourteen of which are exempt, although four (4) of these exempt boilers that fire No. 2 fuel oil are subject to the Federal Boiler MACTrule (40 CFR 63 Subpart JJJJJJ). The hospital also maintains sixteen emergency generators that meet the exemption definitions and requirements set forth under 6 NYCRR 200.1 (cq) and 40 CFR Subpart 63 63.6640/63.6675. The hospital has laboratory hoods in two of the buildings that are exempt. NOx emissions from two (2) 25 MMBtu/hr boilers, a steam generator, and an emergency generator that are all located in the Feinstein Medical Research building are capped at 27 tons/year. The hospital's boilers and steam generator are subject to NOx RACT, pursuant to 6 NYCRR 227-2, since the facility is a major source of NOx.
