Public Comment Period for Draft Scoping Document for Essex Chain Lakes Management Complex Unit Management Plan (UMP) / EIS

The New York State Department of Environmental Conservation (NYS DEC) will be preparing a Draft Unit Management Plan (UMP) and Draft Environmental Impact Statement (Draft EIS) for the Essex Chain Lakes Management Complex. The Scoping Document outlines the potential impacts and mitigation measures associated with the adoption of the UMP and that will be addressed in the Draft EIS.

Public comments on the Draft Scoping Document are welcome and will be accepted by the contact person listed below until April 24, 2015. The Draft Scoping Document for the Draft EIS is posted on the NYS DEC website at: http://www.dec.ny.gov/lands/97474.html and will also be available from the contact listed below.

The Essex Chain Lakes Management Complex is located in the Town of Indian Lake, Hamilton County and the Towns of Minerva and Newcomb in Essex County, New York.

Project Title: NY RSA No. 2 Cellular Partnership d/b/a Verizon Wireless - Wadhams Cell Tower Site

Location: County Route 10/Lewis-Wadhams Road in the Town of Westport, New York.

Project Description: The action involves subdivision into sites by lease and a major public utility use involving installation of a new 102 foot tall monopine tele-communications tower to be concealed as a simulated pine tree. The total height of the tower will be 107 feet (including crown and concealment branching). Within the equipment compound, Verizon Wireless is proposing to install a three-sided 12 panel array containing 8 foot panel antennas to be located at the 98 foot centerline height above ground level (AGL) and a 4 foot lightning rod. An 11.6 foot by 30 foot equipment shelter is also proposed on the 0.23 ± acre (100 foot by 100 foot) lease area. Access to the facility will originate from County Route 10/Lewis-Wadhams Road utilizing 150 ± feet of an existing woods road/driveway, and a new 300 ± foot long gravel drive extending from the existing access drive is to be constructed to accommodate construction and service vehicles. Utilities will be extended underground along the new access road within the access and utility easement. The proposed project is within ¼ mile of the Boquet River, a designated Recreational River. The Town of Westport administers an Adirondack Park Agency approved local land-use program.

Location: Rustic Way in the Town of Lewis, New York.

The total height of the tower will be 65 ± feet (including crown and concealment branching). Within the equipment compound, Verizon Wireless is proposing to install a three-sided 12 panel array containing 8 foot panel antennas to be located at the 51 foot centerline height above ground level (AGL) and a four foot lightning rod. An 11.6 foot by 30 foot equipment shelter is also proposed on the 0.23 ± acre (100 foot by 100 foot) lease area. Access to the facility will originate from Rustic Way utilizing an existing gravel driveway, and a new 574 ± foot long gravel drive extending from the existing access drive is to be constructed to accommodate construction and service vehicles. Utilities will be extended underground along the new access road within the access and utility easement.


Negative Declaration

Washington County - The New York State Department of Transportation (NYS DOT), as lead agency, has determined that the proposed Critical Bridges over Water will not have a significant adverse environmental impact. The action involves the replacement of the Route 4 bridge over the Glens Falls Feeder Canal and the replacement of the Route 196 bridge over the Glens Falls Feeder Canal. The project is located on US Route 4 and NY Route 196 in the Village of Hudson Falls, New York.
