Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 9.9 Million Gallons Per Day (Million GPD) of water from on-site sources for mine dewatering, aggregate processing, and dust suppression at the Watertown Quarry Facility. The facility has been in operation in recent years and no changes in current operations are proposed. The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 GPD which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

The mining facility has been in operation since 1974. No changes in current operations from recent years are proposed. Project Description:

The Department has received an application to modify an existing Air State Facility Permit from the applicant located at Denny Street, Ogdensburg, NY. The applicant has proposed changes to enhance the air pollution control equipment for Calciner 2. The Department has made a tentative determination to approve the modification and has prepared a draft permit in accordance with Article 19 Air Pollution Control of the Environmental Conservation Law. The permit will be renewed and an expiration date added as part of this action. Hoosier Magnetics Inc. manufactures various grades of powdered ferrite. The major air emission sources is a rotary calciner that is used to produce ferrite from various types of materials. The remaining air emissions are from fugitive sources. The facility is either a natural minor or capped for all major contaminants including NOx, CO, SO2, PM, VOCs, and HAPs. The pollutants for which the facility is a synthetic minor for are capped under Part 201-7.

Project Description:

New York State Department of Environmental Conservation (DEC) received an application for a permittee-initiated modification of a State Pollutant Discharge Elimination System (SPDES) permit for the discharge from the applicant's facility located in the Town of Norfolk. The facility discharges a varying amount of treated quarry dewatering wastewater and stormwater into Raquette River, a Class B waterbody. DEC made a tentative determination to issue a modification under Article 17 of the Environmental Conservation Law.

The applicant no longer discharges stormwater runoff through Outfall 002 and the outfall has been permanently removed. Following is a summary of the proposed changes in the draft permit as compared to the currently effective permit: Outfall 002 has been removed, permit pages have been revised to incorporate current DEC format, content, nomenclature, and general conditions.
