Project Description:

The applicant proposes to continue remedial action at the Saranac Street former Manufactured Gas Plant site on the Saranac River in Plattsburgh. Phase 6 remedial work entails work along ~800 LF of the Saranac River, affecting approx. ~2.58 acres of river channel, with an excavation/backfill quantity of ~8,692 CY. Work will be done in seven cells (6A-6G). Each cell will be dewatered prior to excavation using a river bypass system consisting of steel sheeting bound by two rows of pre-cast concrete blocks with headwater and backwater dams. A temporary bridge on H-pile supports will be installed for construction vehicle access to the far side of the river. Three temporary crane pads will be placed on the river bank for dewatering operations. Riverbank stabilization measures, consisting of a stacked-stone wall will be installed approx 275 LF of the left riverbank, repairing an existing failing wall. The proposed work is being done under NYSDEC Consent Order #DO-002-9309.

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 1.584 Million Gallons Per Day (Million GPD) of groundwater near the Marble River for operation of the Chateaugay Fish Hatchery. The fish hatchery facility has been in operation since 1930. No changes in current operations from recent years are proposed. The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 GPD which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

Applicant proposes to enhance the City water supply in effort to not exceed demand or permitted capacity. This is proposed via development of a new groundwater supply at the existing Bog Meadow pump station on west side of Ingersoll Road in City of Saratoga Springs, including the installation of three new submersible pumps and associated controls, a common header pipe system, chlorination equipment and monitoring, flow meter equipment, and a connection to the existing water distribution system.
