Negative Declaration

Jefferson County - The Town of Orleans, as lead agency, has determined that the proposed NYS Route 12 Water District will not have a significant adverse environmental impact. The action involves water supply to residences and businesses fronting NYS Route 12 between the Town of Alexandria western limits (Otter Street) and the Town of Orleans eastern limits (Fishers Landing). The project would also include the residences and business within Acadia Park, Seaway Ave, Collins Landing and Fishers Landing.

The proposed project will include the construction of a new surface (St. Lawrence River) water intake, treatment plant, and storage tank, located west of the Thousand Islands Bridge. In addition, an interconnection at Otter Street will provide a secondary water source and serve as a redundancy for both systems.

The project is located along NYS Route 12 in the Town of Alexandria and the Town of Orleans, New York.

Oneida County - The Utica City Schools Board of Education, as lead agency, has determined that the proposed Utica City School District Facilities Improvements will not have a significant adverse environmental impact. The action involves District wide improvements to include the following three projects:

1.Kernan Elementary School (929 York Street, Utica, NY) classroom addition and relocation of district administration offices to Kernan Elementary School to include a 3 story addition. The project will involve the demolition of approximately 55,600 square foot, construction of approximately 60,000 square foot and renovation of approximately 66,000 square foot. The first and second story will house classrooms and school facilities; the third floor will house district offices.

2. Athletic field improvements at Proctor High School (1203 Hilton Avenue, Utica, NY), J.F. Kennedy Middle School (Deerfield Drive East, Utica, NY) and J.H. Donovan Middle School (1701 Noyes Street, Utica, NY). Athletic field improvements at Proctor will consist of improvements to existing soccer, football, lacrosse, softball, baseball and new areas for shotput and discuss. A new 2,500 square foot building to include tickets, concession, toilet facilities, sports equipment storage and maintenance equipment will also be constructed at this location. Improvements at JFK will include track reconstruction, field improvements and support building improvements. Plans call for field improvements and new site drainage at Donovan.

3. Construction of a new 1,700 square foot building at Proctor Stadium (Armory Drive, Utica, NY) to include ticket booth, toilet facilities, concession and locker rooms.

The evaluation of these projects has not identified any significant environmental impacts and a Negative Declaration was adopted by Board of Education on February 24, 2015.

The project is located at various locations in the City of Utica School District (as outlined above) in the City of Utica, New York.
