Negative Declaration

Orange County - The City of Port Jervis, as lead agency, has determined that the proposed US Route 6 (East Main Street) Highway Improvement and Bridge Replacement Project (BIN's 2003050 and 2003060) will not have a significant adverse environmental impact. The project consists of two separate PIN's:

PIN 8757.08 includes 0.42 miles of geometric, pavement, and intersection improvements along East Main Street from County Route 15 up to the Neversink Bridge crossing, and also includes the replacement of two box culverts which carry East Main Street (US Route 6) over Clove Brook (one structure being BIN 2003060). This PIN also includes the realignment and reconstruction of approximately 0.09 miles of South Maple Avenue starting at its intersection with East Main Street, as well as new pavement markings and replacement of the signals at the intersections of East Main Street with Kingston/Fowler Avenues and East Main Street with Pike/Orange Streets.

PIN 8756.64 includes the replacement of the East Main Street (US Route 6) Bridge over the Neversink River (BIN 2003050). This bridge is immediately adjacent to the northern (western) limit of PIN 8757.08.

The project is located along US Route 6 (East Main Street) in the City of Port Jervis, New York. The project starts at the intersection with County Route 15 and proceeds northwesterly for approximately 0.5 acres across the Neversink River Crossing.

Orange County - The Town Board of the Town of Newburgh, as lead agency, has determined that the proposed Town of Newburgh Zoning Map and Text Amendment for LHI Overlay District for IB Zoned Southwest Section will not have a significant adverse environmental impact. The action involves the adoption of a local law which amends the Zoning Map of the Town of Newburgh to include an area located in the southwest section of the Town which is zoned Interchange Business (IB) in the Light and Heavy Industrial Equipment and Recreational Vehicle Sales, Service, and Repair (LHI) Overlay District. The area includes properties on or in close proximity to the Interstate 84 and New York State Route 747 interchange 5A and bounds on the Town of Montgomery. Given the proximity of the properties in this area to both the interstate and state highways, the Town Board has identified it as one which is suitable for establishments and uses of this type within the Town of Newburgh, in addition to the uses already permitted in the IB zoning district. The Local Law also amends the text of the Zoning Code with respect to the LHI Overlay District to include references to this new area's inclusion within the Overlay District. The project is located in the Town of Newburgh, New York.

Orange County - The Town of Goshen Planning Board, as lead agency, has determined that the proposed Orange County Christian Church Major Site Plan and Special Permit Application will not have a significant adverse environmental impact. The action involves a proposal by the applicant, Orange County Christian Church, to construct a 15,000 square foot religious use / church facility. The proposed building will be on a property containing approximately 27.126 ± acres in the Rural (RU) District within the AQ-6 Overlay district. The project is located along Cheechunk Road adjacent to New York State Route 17 in the Town of Goshen, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Westchester County - The Village of Ossining Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Victoria Home Repositioning Project. A public hearing on the Draft EIS will be held on March 24, 2015 at 7:00 p.m. at the Ossining Operations Center 101 Route 9-A Ossining, NY 10562. Written comments on the Draft EIS will be accepted until April 28, 2015. The Draft EIS is available from the Village of Ossining Department of Planning Ossining Operations Center, 101 Route 9-A, Ossining, NY and on line at: www.villageofossining.org.

The action involves a proposal by the applicant to build two new senior living buildings to house 120 beds. The project is located at 25 North Malcolm Street in the Village of Ossining, New York.
