Article 19 Air State Facility

Project Description:

The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and made a tentative determination to approve this application for the renewal and modification the applicant's existing asphalt paving process facility. The asphalt plant consists of a counterflow mixing drum where the aggregate is mixed with asphalt cement at 300 degrees Fahrenheit. The material exiting from the drum is routed by a conveyor to a silo for storage and subsequent delivery by trucks, whereas the gases from the drum are routed through a baghouse for removal of particulate matter before being discharged through a stack into the atmosphere. The volatile organic compounds (VOC) and Nitrogen oxide (NOx) emissions for the facility are capped at 22.5 tons per year. The sulfur content of the fuel oil is capped at 1.5 percent by weight, and particulate emission and stack opacities from the baghouse stack shall not exceed 0.04 grains/dscf and 20 percent respectively. The facility's asphalt mix production limit is capped at 150,000 tons per year. The facility is located at 67240 Route 25, Greenport, NY.

The Department has made a tentative determination to approve this application for a new permit for an existing discharge of an average 0.04 million gallons per day of untreated filter backwash to groundwater from the applicant's facility located at Suffolk County Water Authority Laurel Lake Well Field and Pump Station on Sound Avenue in Laurel. The applicant plans to filter iron and manganese from water pumped from their on-site public supply wells and discharge filter backwash into an onsite recharge basin. The proposed discharge is located with an area designated as a sole source aquifer. The following water purveyors have been identified as having service areas located within a 3 mile radius of the site: Suffolk County Water Authority and Riverhead Water District. A copy of the draft permit may be viewed at the regional DEC office using the above application ID number.
