Project Description:

The Department has made a tentative determination to modify and reissue the previous SPDES permit for the Department's operations at the NYS Caledonia Fish Hatchery located at 16 North Street, on Spring Street in Caledonia. The permit authorizes discharge of treated hatchery effluent and stormwater to Spring Creek. The draft permit includes a Schedule of Submittals to require a report and an implementation schedule for improvements to 001 outfall. Other changes include the addition of total phosphorous monitoring and clarification of footnotes. The file, including application, draft permit, and fact sheet, is available at the Region 8 Office. As a tentative determination, the Department seeks comments prior to making a final decision.

State Environmental Quality Review (SEQR) Determination:

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 6.64 Million Gallons Per Day (Million GPD) of water from an on-site pond for operation of the Syracuse Sand and Gravel LLC Lake Road Pit Facility. The sand and gravel wash and screening facility has been in operation since 1991. No changes in current operations from recent years are proposed. The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 GPD which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

Project Description:

The Town of Barre proposes to install 39,150 linear feet of water main and appurtenances which will require crossing of adjacent area of Freshwater Wetlands AL-3, AL-7, and AL-6 along Root Road, Gillette Road, and Route 98. The project will also cross Class C Streams and federal wetlands. The method will include creek crossings in the dry by stone check dams and erosion control measures to preserve water quality. As a tentative determination, the Department seeks comments prior to making a decision.

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
