Project Description:

This is a hazardous waste site remediation project being performed under a Consent Decree between the New York State Department of Environmental Conservation and New York State Electric and Gas for the former manufactured gas plant (MGP) site located at 211 Clark Street in the City of Auburn, Cayuga County. Remedial activities include excavation and backfilling of 4,100 cubic yards of sediment from 34,095 square feet of Owasco Outlet. The disturbed channel bed will be restored to pre-disturbed grades with similar bed material. Erosion and sediment controls will be in place during construction. All details of the remediation project have been approved by NYSDEC.

State Environmental Quality Review (SEQR) Determination:

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Remedial activities include excavation and backfilling of 2,770 cubic yards of sediment from 18,809 square feet of Owasco Outlet, and the excavation and restoration of 450 cubic yards of soil along 230 linear-feet of the Outlet bank. Erosion and sediment controls will be in place during construction. All details of the remediation project have been approved by NYSDEC.

Water will be diverted around the project site and all work will be done in the dry.

Project Description:

The New York State Department of Environmental Conservation (DEC) has prepared a Draft Permit modification pursuant to Article 19 (Air Pollution Control) of the New York State Environmental Conservation Law (ECL), and has made a determination to approve this application for modification of the current Title V permit for Cornell University located in the city of Ithaca, NY.

Cornell University is a private educational institution which has several boilers and turbines used to provide heat and electricity for the campus. The facility also has a spray booth used to paint both wood and metal for the campus. The facility is currently a major source of particulate, nitrogen oxides (NOx) and sulfur dioxide (SO2) emissions and has a current issued Title V permit.

This permit modification authorizes the installation and operation of two new boilers for the campus central heating plant which will replace the two rental boilers which are brought on site before each heating season. These new boilers will be subject to 40 CFR Part 60, Subpart Dc - Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units as well as New York State's air regulations.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below.
