Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 3.888 Million Gallons Per Day (Million GPD) of water from on-site wells for operation of the Remington Arms Facility. The firearm manufacturing facility has been in operation since the 1800s with its current wells in use since 1979. No changes in current operations from recent years are proposed. The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 GPD which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

Project Description:

Applicant proposes to rehabilitate the Fish Creek Raw Water Tunnel in order to maintain the water supply for the City of Rome, This work involves 4 components:

  1. Bypass pumping of raw (drinking) water from the existing Kessinger Dam Gatehouse via two (2) parallel 18-inch high density polyethylene (HDPE) surface mounted pipes running from the gatehouse, to Fish Creek Dam Rd and south along the eastern side of Boyd Rd to an existing junction chamber in order to maintain drinking water supply to the water filtration plant.
  2. Lining the tunnel with 6" of steel fiber-reinforced shotcrete in addition to localized rock bolting in the roof of the tunnel.
  3. Resurfacing of Kessinger Dam with a structural overlay of reinforced concrete applied to the upstream and downstream surface of the spillway as well as the left and right non-overflow sections of the dam. There will be no change to the existing profile and/or height of the dam. The dam site will be dewatered through the use of a temporary cofferdam across Fish Creek upstream of the dam and a flow bypass system which will maintain flow downstream of the dam to support aquatic species. The cofferdam will be removed immediately upon the completion of the resurfacing of the dam and approximately 1430 cu yds of the stone used to build the cofferdam will be placed along the north and south banks of Fish Creek for stabilization.
  4. Construct a new, permanent 15'W X 48'L low-sloped, cast-in-place concrete ramp located within the footprint of an existing ramp. A 3' concrete retaining wall will be constructed along the reservoir face of the ramp to prevent continued deterioration and provide additional stability.

Project Description:

The Department of Environmental Conservation (DEC) has made a tentative determination to approve an application to re-issue a State Pollutant Discharge Elimination System Permit (SPDES) for the discharge of 10,000 gallons per day of treated sanitary wastewater into Tracy Brook, a Class D waterbody, from the applicant's facility located at 6258 U.S. Highway 11, Town of Canton, St. Lawrence County, New York.

Following is a summary of the proposed changes in the draft permit as compared to the previous permit:

  • Flow limit has been revised based on current occupancy.
  • Chlorine effluent limit has been added.
  • Permittee contact information has been updated, permit pages have been revised to incorporate current DEC format, content, nomenclature, and general conditions.
