Project Description:

The applicant proposes to replace and realign North Avenue Bridge over Great Spring Creek, WI # H-101-12, a Class B waterbody. Disturbance to the banks will be 147 LF on northern bank and 138 LF on the southern bank. Approximately 259 cy of stone fill will be placed below ordinary high water mark. There will also be disturbance to wetland SP-52, Class 3. This wetland disturbance will be mitigated by establishing 0.46 acres of wetland.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a new State Facility Permit for Hipotronics Inc. The facility manufactures and assembles high voltage test equipment. Permitted air emission sources at the facility include five curing ovens, four paint spray booths, and a nickel electroplating tank.

The permit will limit emissions of volatile organic compounds (VOC) from the facility to 9.5 tons in any consecutive 12 month period. Therefore, the facility is not subject to VOC content limits for the coatings applied to magnetic wire pursuant to 6 NYCRR Part 228-1.4(d), and is not subject to emission control requirements pursuant to 6 NYCRR Part 228-1.5.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 2.016 Million Gallons Per Day (Million GPD) of water from an on-site pond for operation of the Brae Burn Country Club. The water is used for irrigation of its golf courses. The facility has been in operation since the 1960s with its irrigation system in use since the late 1990s. No changes in current operations from recent years are proposed. The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 GPD which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

Project Description:

The applicant proposes to excavate and fill a 200 square foot portion of the respective 100 foot adjacent areas of Freshwater Wetland L-32 (Class I) and Freshwater Wetland BR-24 (Class II) in order to construct approximately 6100 linear feet of 4" diameter and 2" diameter natural gas pipeline. The proposed pipeline will be connected to an existing natural gas pipeline to provide natural gas service to the North Salem Central School and the Bridleside Housing Development. Activities proposed within the adjacent areas include excavation of four bore pit holes in order to pass the subsurface pipeline through regulated wetland areas via horizontal directional drilling, backfilling the bore pits with excavated material upon completion of drilling operations, and restoration of disturbed areas. No disturbance to either Freshwater Wetland is proposed. The pipeline will be constructed along the south side of North Salem Road in the Town of Southeast, Putnam County, and along the south side of June Road/County Route 310 in the Town of North Salem, Westchester County.
