Project Description:

The Department has evaluated the Patchogue Sewage Treatment Plant facility pursuant to New York State's Environmental Benefit Permit Strategy (EBPS) and has determined that changes to the permit are necessary. Therefore, pursuant to the Uniform Procedures Regulations [6NYCRR Part 621.13(a)], the Department intends to modify the permit to include a mercury minimization program for low priority POTW's in accordance with NYSDEC Policy: DOW 1.3.10; as well as updated, renumbered, and reordered permit pages based on current Department guidance, format and nomenclature; the address for the NYSDEC Bureau of Watershed Compliance, NYSDEC Region 1 Headquarters; an update of the Suffolk County Department of Health and the permittee DMR; and the addition of a continuation of the Discharge Notification Act requirement.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Mar 27, 2015.

Project Description:

The Department has made a tentative determination to approve this EBPS modification of a SPDES permit for an existing discharge of 2,000 gallons per day of treated stormwater wastewater from the fuel storage secondary containment and loading rack areas into Deering Harbor, at the applicants facility located at the address listed above.

New information recently submitted to the department indicates that the permit should be modified to include a change in the discharge flow monitor only to 2,000 gallons perm day and sampling for Chrysene, Flourene, Naphthalene, and Pyrene. Refer to this modification by the application listed above and SPDES # NY0267180.
