Correction Positive Declaration and Public Scoping

Kings County (Brooklyn) - The New York City Planning Commission, as lead agency, has determined that the proposed East New York Rezoning may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on March 5, 2015 at 5:30 p.m. at the Brooklyn Community Board 5, 127 Pennsylvania Avenue, Brooklyn, New York 11207.

The action involves a proposal by the New York City Department of City Planning (NYC DCP), together with the New York City Department of Housing Preservation and Development (NYC HPD), for a zoning map amendment, zoning text amendments, and an amendment to the Dinsmore-Chestnut Urban Renewal Plan affecting an approximately 191 block area of East New York, Cypress Hills and Ocean Hill neighborhoods of Brooklyn, Community Districts 5 and 16, New York.

The proposed actions are anticipated to facilitate new residential, commercial, community facility, and manufacturing development. The reasonable worst case development scenario (RWCDS) for the Proposed Actions identifies 81 projected development sites. On these sites, the Proposed Actions are expected to result in a net increase of 6,970 dwelling units; 902,145 square feet of commercial space; 378,987 square feet of community facility space; and 27,082 square feet of manufacturing space; and net decreases of 137,175 square feet of auto-related space, 97,551 square feet of hotel space, 73,170 square feet of warehouse/storage space, and 3,055 square feet of garage space. The analysis year for this proposal is 2030.

The land use objectives of the Proposed Actions are:

  1. create opportunities for new residential development with significant amounts of permanently affordable housing and preserve existing affordability to ensure that the neighborhood continues to serve diverse housing needs;
  2. encourage mixed-use development on key corridors;
  3. enhance and revitalize major thoroughfares through new economic development; and,
  4. protect neighborhood character of residential core and ensure predictable future development.

Notice of Acceptance of Draft EIS and Public Hearing

Kings County (Brooklyn) - The Empire State Development (ESD), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Steiner Studios Media Campus. A public hearing on the Draft EIS will be held on March 12, 2015 at 5:00 p.m. at the Brooklyn Borough Hall, Community Room, 209 Joralemon Street, Brooklyn, NY. Written comments on the Draft EIS will be accepted until March 22, 2015. The Draft EIS is available from the ESD Office at 633 Third Avenue, New York, NY; the Walt Whitman branch of the Brooklyn Public Library at 93 Saint Edwards Street, Brooklyn, NY and on line at: http://esd.ny.gov/PublicMeetings_Notices.html.

The action involves the approval of ESD funding for infrastructure improvements to support the development of a "Media Campus" for future expansion of Steiner Studios' operations at the Brooklyn Navy Yard. The development would include approximately 350,000 square feet of floor area (including both the reuse of approximately 180,000 square feet of existing structures and approximately 170,000 square feet of new structures) for production support and related academic uses inside the Naval Annex. Outside the Naval Annex, ESD funding for infrastructure improvements would facilitate an additional approximately 70,000 square feet of new development for a "Backlot." In addition, Steiner Studios intends to seek additional ESD funding in the future for the development of a 250,000 square-foot Kent Avenue Parking Structure envisioned for the area outside the Naval Annex, and therefore this parking structure is considered as part of the project for this environmental review.

The project is located at the Naval Annex and surrounding area in the east end of Brooklyn Navy Yard near Kent and Flushing Avenues in Brooklyn, New York.
