Project Description:

The Department has evaluated the Jones Beach State Park Sewage Treatment Plant facility pursuant to New York State's Environmental Benefit Permit Strategy (EBPS) and has determined that changes to the permit are necessary. Therefore, pursuant to the Uniform Procedures Regulations (6NYCRR Part 621.13(a)), the Department intends to modify the permit to: Outfall #002 was renamed outfall #001. The old East Bay outfall #001 was abandoned. The existing Outfall #001 is a discharge via the new 1.5 mgd force main into and sharing with the Cedar Creek ocean outfall pipe. Flow was changed from 2.5 mgd to 1.5 mgd, the current capacity of the new 1.5 mgd force main to the Cedar Creek ocean outfall pipe. Chlorine residual was changed from 0.5 to 2.0 mg/l due to the new Outfall #001 discharge location no longer in the Great South Bay. A Water Quality based Effluent Limit (WQBEL) limit of 2.0 mg/l is proposed for Outfall #001. Dissolved Oxygen previous action level was removed. The chlorine residual was changed from .5 to 2.0 mg/l, so the facility will not need to use the dechlorination chemicals responsible for the previous Dissolved Oxygen action level. The previous effluent limit for Percent Removal of BOD5 and TSS has been adjusted in accordance with DEC TOGS 1.3.3 guidance and I&I studies submitted. Percent removals were changed to not exceed 50% of influent values for suspended solids. The footnotes for the Permit Limits, Levels and Monitoring pages have been updated and reordered, the Monitoring Locations page has been updated. The changes have been tentatively scheduled to be effective after the period for public comment. A copy of the draft modified permit can be reviewed at the Region 1 office.

Project Description:

The applicant has an existing dwelling, accessory structures and bulkhead on lot 2 and now owns the adjacent vacant non-bulkheaded property known as lot 1. The applicant proposes to construct 60 feet of new bulkhead on lot 1 which will connect to the existing bulkheads on the adjacent lots. Backfill the bulkhead with 10 cubic yards of clean fill which will result in the filling of 51 square feet of tidal wetlands known as shoals, mudflats and high marsh. Enlarge the existing dwelling on lot 2 by constructing an addition and garage that extends onto the vacant lot 1. The addition will be located 27 feet from the wetland boundary at its closest point and will be 13 feet closer to the wetland than the average setback of 40 feet for similar structures located within 500 feet of the subject property that were constructed prior to 8/20/77. Install a pervious driveway and 3 drywells on lot 1. The project is located at 9 Roneck Court, Shirley, Town of Brookhaven, SCTM # 200-984.5-3-1,2.

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility Pollutant Permit. The facility manufacturers nutraceutical and vitamin products, and the Campus Complex encompasses buildings at 90, 105, and 115 Orville Drive. The primary products are tablets and particulate emissions are controlled through the use of dust collectors.
