Draft Amendment to the Jessup River Wild Forest Unit Management Plan

This amendment proposes to allow public motor vehicle access along 900 feet of existing road across the Jessup River Wild Forest to a proposed parking area on the adjacent Speculator Tree Farm Conservation Easement.

Comments are welcome and will be accepted by the contact person until March 20, 2015. The Draft Unit Management Plan amendment is posted on the web at: http://www.dec.ny.gov/lands/22599.html.

The Jessup River Wild Forest is located in the Town of Lake Pleasant, Hamilton County, New York.

Project Title: Sacandaga Bible Conference

Location: Lakeview Road in Broadalbin, New York.

Project Description: Further expansion of an existing group camp beyond that which was previously authorized by Agency Permit 76-306 (Project 76-103). The proposed construction of two new single family dwellings at the group camp will result in an increase of the existing floor area by 2,800 square feet and an increase of the overall capacity by not more than 12 occupants. The dwellings are proposed to be used as year-round staff housing. Each of the proposed dwellings will be served by separate individual wastewater treatment systems and supplied by an existing on-site water source.

Project Title: KW Equestrian Enterprises, Inc.

Location: County Route 10 in the Town of Corinth, New York.

For Adirondack Park Agency: Comment Period Ends: March 5, 2015

Project Description: The action involves a proposed equestrian center to provide horse boarding, riding lessons, training, clinics and horse shows. The project involves construction of a 96 foot by 160 foot indoor riding arena; four 10 foot by 14 foot horse run-in sheds; fenced pasture areas, a parking area for 20 vehicles and overflow parking for 80 ± vehicles. Activities will occur from 8:00 a.m. to 8:00 p.m., seven days a week. A maximum of six annual events will occur from April through October with a maximum of 150 people in attendance. Maximum daily visitation will be forty people. Porta-potties will be provided on-site. Residential occupancy will continue for the pre-existing single family dwelling on the site.


Negative Declaration

Essex County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Revised Temporary Revocable Permit for Mineral Exploration by NYCO Minerals Inc. will not have a significant adverse environmental impact. The NYS DEC has approved a revised Temporary Revocable Permit (TRP) for NYCO Minerals Inc. (NYCO) to conduct exploratory drilling for minerals on Lot 8. Lot 8 is a Forest Preserve parcel in the Jay Mountain Wilderness Area. This TRP is authorized by the 2013 Amendment to Article 14 of the New York State Constitution to allow NYCO Minerals Inc. to engage in mineral sampling on Lot 8. The TRP sets terms and revised conditions for mineral exploration activities. The TRP will be amended to reduce the total pad locations from 21 to 10 and eliminate the third phase. The maximum number of holes drilled will decrease from 21 to 18. Elimination of the third phase will result in a substantial reduction in the number of trees cut for access corridors and pad sites. Other amendments to the TRP include relocation of two pad sites and changes in the water system to allow winter operation. The project is located in the Jay Mountain Wilderness Area, Lot 8, Stowers Survey in the Town of Lewis, New York.
