Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 2.448 million Gallons Per Day (GPD) of water from the Roeliff Jansen Kill for operation of the Schweitzer-Mauduit International Inc. Facility. The Facility manufactures fine specialty papers and has been in operation since 1854. No changes in current operations from recent years are proposed. The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 GPD which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

The Department has determined that the issuance of "initial permits" under ECL section 15-501.9 as implemented by 6 NYCRR 601.7 is a ministerial action and therefore subject to the Type II exemption set out in 6 NYCRR 617.5(c)(19).

Project Description:

The applicant proposes to upgrade an existing parking lot and install a dock with a canoe launch attached along the shoreline of Goodyear Lake in and/or adjacent to NYS Freshwater Wetland MI-21. The existing parking lot will be resurfaced and expanded by 2,100 square feet. A dock and canoe launch with a ramp and concrete abutment, located along NYS Route 28, in the town of Milford, Otsego County.

Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0005851), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This modification will also serve to renew the SPDES permit, the term of which was extended under the State Administrative Procedures Act (SAPA).

The USDOE Knolls Atomic Power Laboratory facility discharges non-contact cooling water, boiler blow down and resin rinsate, stormwater and process wastewater through Outfalls 002, 02A and 03B. Treatment is provided for these outfalls. The treatment system consists of pH neutralization, filtration, ozonization for VOC removal and ion exchange to remove radioactivity and settling to remove suspending solids.

The following changes to the permit are proposed: Permit format has been updated and incorporates the latest general conditions. Outfalls 03B and 03D receive municipal city water as additional noncontact cooling water. Outfall 002 will include Outfalls 02A and 02B, which have been added to the permit, only if they comply with the limits. Internal Outfalls 03S and 03T have been deleted. Outfall summary has been added. Monitoring frequency for parameters has been updated. Whole Effluent Toxicity testing has been updated. Footnotes have been adjusted. Special Conditions have been updated to reflect the current USDOE order and standard. The monitoring flow diagram has been updated.
