Westchester County - Final Restoration Plan: Consolidated Edison Company of New York Dunwoodie Substation Natural Resources Damages Plan, Bronx River, Westchester County, NY.

The New York State Department of Environmental Conservation (NYS DEC) is publishing the final restoration plan related to the 2009 spill of dielectric fluid from the Consolidated Edison (Con Edison) Company's Dunwoodie Substation at 125 Smart Avenue, Yonkers, Westchester County. The Final Restoration Plan (RP) can be found on the NYS DEC website at: http://www.dec.ny.gov/regulations/54189.html or a copy can be obtained, by request, through the contact listed below.

The RP is the result of a settlement between NYS DEC and Con Edison regarding the 2009 spill of dielectric fluid into the Bronx River. Con Edison agreed to pay a Natural Resources Damages settlement in the amount of $71,526 to compensate for injury to the Bronx River and the citizens of NYS resulting from the 2009 spill. The funds will be used to restore and improve natural resources in the Bronx River. The RP includes the following elements: restoration of forest within the Bronx River floodplain, installation of a trash boom upstream of the affected areas to capture floating debris, and support for the Bronx River Alliance's weekly monitoring of River conditions.

The New York State Department of Environmental Conservation (NYS DEC) has received a Brownfield Cleanup Program (BCP) application from the City of Peekskill for a site known as the Lower South Street Redevelopment Area, site ID #C360145. This site is located in the City of Peekskill, within the County of Westchester, and is located at 1005, 1009, 1011, 1013 and 1017 Lower South Street. Comments regarding this application must be submitted no later than March 13, 2015. Negative Declaration

Dutchess County - The Village of Rhinebeck Planning Board, as lead agency, has determined that the proposed Rhinebeck Village Place, LLC will not have a significant adverse environmental impact. The action involves the development of Rhinebeck Village Place, a 50 room Lodging Facility that will include a Health and Wellness Spa, a 40 seat Wine Bistro and a 30 seat meeting room. Parking will include space for 80 vehicles with 41 spaces located on grade and 39 spaces located within the building. The project is located at 46 West Market Street in the Village of Rhinebeck, New York.

Westchester County - The City of New Rochelle Common Council, as lead agency, has determined that the proposed Downtown Business District Amendment will not have a significant adverse environmental impact. The action involves a proposal by the Common Council of the City of New Rochelle for a zoning amendment to add hotels to the list of permit uses in the zoning code. The project is located in the Downtown Business District zones of the City of New Rochelle, New York.

Positive Declaration

Westchester County - The Town of Ossining Planning Board, as lead agency, has determined that the proposed High View Farm Subdivision may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a proposal by the applicants Zappico Construction, LLC and Zappico Car Wash, LLC for a 28 lot cluster subdivision on a 31.57 acre site. The project is located at 123A, Band C Morningside Drive in the Town of Ossining, New York.
