Project Description:

The applicant proposes to mine sand and gravel from an additional 23 acres of land which are within the same parcel and east of the existing mining operation on property owned by James Gravel Products. There will be no changes to the existing processing of mined material, and no excavation into groundwater. The reclamation objective will be a continuation of the level agricultural field with sloping meadow sides created by the current mining operation.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The Department has made a tentative determination to modify the Air State Facility Permit to update flexographic printing equipment for the facility's commercial printing operation. A regenerative thermal oxidizer is used to control volatile organic compounds (VOC) emissions from two presses. These presses, with total drum enclosure, replaced existing presses and will have a greater overall control efficiency of 98% potential VOC. The facility will limit emissions of VOC to less than 50 tons per year, thereby capping-out of Title V major source permit requirements of 6NYCRR Part 201-6, the control requirements of Part 234, and the Reasonably Available Control Technology requirements of Part 212.10.
