Project Description:

The applicant proposes to stabilize 200 feet of eroding Nauraushan Brook, WI # NJ-1-4 portion, Class C(T). A rock embankment, 12 feet high on the east side of the brook. Material accumulated in the middle of brook will be skimmed above high water mark, and will be used in bank stabilization.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The DEC has drafted a new SPDES permit, reflecting current Department guidance, format and nomenclature; the previous permit expired 8/31/10. The Department executed an Order on Consent with Bnos Jerusalem D'Chasidei Belz Inc. regarding the existing summer camp facility, Camp Bnos Belz, located at 385 Briggs Highway in the Town of Wawarsing and required that the facility obtain coverage under a SPDES permit.

The limits in the expired permit were determined to be inadequate to be protective of water quality. Proposed modifications to the permitted discharge in the draft permit include intermittent stream effluent limits (ISEL), to discharge a maximum volume of 50,000 gallons per day of treated sanitary wastewater from Camp Bnos Beltz, into an unnamed and unmapped stream which is tributary to West Branch Beerkill (DEC Water Index No. H-139-14-38-3-1, Class B).

The permittee will be required to maintain records and report data to verify compliance with the SPDES permit conditions and discharge limits. A draft SPDES permit (SPDES No. NY0220183) with DEC proposed effluent limits and monitoring requirements is available for review at the NYSDEC Region 3 office.
