Negative Declaration

Cattaraugus County - The City of Olean, as lead agency, has determined that the proposed Cattaraugus County-Olean Airport Obstruction Removal will not have a significant adverse environmental impact. The action involves the removal of obstacles that penetrate Title 14 CFR Part 77 surfaces for Runway 04-22 as established by the Cattaraugus County - Olean Airport. These obstacles were identified in the Obstruction Evaluation of "Title 14 CFR Part 77 - Safe, Efficient Use, and Preservation of Navigatable Airspace", dated February 2014. The obstruction evaluation also identified if penetrations exist to the Approach and Departure Runway Protection Zones (RPZ), Runway End Siting Surfaces (RESS), and Precision Approach Path Indicator (PAPI) Obstacle Clearance Surfaces. The obstruction evaluation identified approximately 55 acres of tree canopy area that will need to be mitigated. All identified obstructions are located on Airport property. The mitigation of the identified obstructions will provide for the safe, efficient use and preservation of the navigable airspace at the Airport. The project is located at 5420 Airport Road in the Town of Ischua, New York.

Chautauqua County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Carroll/Cameron Mine Expansion will not have a significant adverse environmental impact. The action involves a proposal by Tri-James Services for the addition of 23 acres (Expansion Area) to the existing permitted 25 acre mine for the purpose of sand and gravel mining out of 65.4 acres owned by James Gravel Products, LLC, at this location. There will be no changes to the current on-site material processing. Upon reclamation, the Expansion Area will be reclaimed to approximately 15 acres of agricultural field with 7 acres of meadow side slopes. The project is located on Bone Run Road off of County Route 318 in the Town of Carroll, New York.
