Negative Declaration

Wayne County - The Town of Wolcott, as lead agency, has determined that the proposed Towns of Wolcott and Huron - Joint Port Bay Sanitary Sewer Project will not have a significant adverse environmental impact. The action involves a pump station and 89,150 lineal feet of sanitary sewer main primarily along of West Port Bay Road (County Road 160) and East Port Bay Road (County Road 162) in the Town of Wolcott and Town of Huron. A low pressure conveyance system is proposed, consisting of an individual grinder pump at each home and a lateral which will connect each grinder pump to a small diameter, low pressure forcemain located in the road right-of-way or along an easement. At the southern end of the project area, the sanitary main would be routed into the Village of Wolcott along West Port Bay Road to terminate at the Village of Wolcott Wastewater Treatment Plant (WWTP). The Village of Wolcott is decommissioning its WWTP and has constructed a force main and pump station to convey collected wastewater to the new Red Creek Area WWTP. Therefore, flows collected via the proposed project will be treated at the Red Creek Area WWTP. Construction activities include the installation of sanitary sewer improvements (collection mains, grinder pumps, laterals), a pump station, road crossings, excavation and bedding materials, connections, and surface restoration. The project is located along portions of West Port Bay Road, East Port Bay Road, Graves Point Road, Leone Drive, Tompkins Point Road, North Maple Street, Woodtract Road, Roney Road, Martin Road, Cardinal Road and Furnace Road, in addition to smaller private drives and easement areas near Port Bay in the Town of Wolcott and the Town of Huron, New York.
