Project Description:

Applicant proposes to remove approximately 282 feet of limestone block and gabion basket retention wall along the shore of Cayuga Lake. Precast concrete blocks will be used to rebuild the wall in the same footprint as the removed structure. The wall will be keyed into the lake bed 12 inches, and 20 cubic yards of rock will be used as toe protection along the entire length of the new wall. Approximately 100 feet north an additionally 20 cubic yards of stone will be used as toe protection along an existing 131 foot wall located at the mouth of Great Gully Creek. The project is located on the eastern shore of Cayuga Lake.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The DEC has made a tentative determination to approve the City of Ithaca's plans to lower the water level of the Ithaca Reservoir using siphons to enable maintenance dredging of the reservoir and inspection of the Sixty Foot Dam. Anticipated future repairs to the dam will be addressed through review of a continuing dam safety permit application. A temporary cofferdam will be installed behind the existing dam. Dredging will be performed using mechanical and hydraulic methods with upland disposal of dredged sediment into a previously approved and constructed sediment basin. Anticipated dredging affects up to 40,000 square feet of the reservoir to restore storage capacity. A Stormwater Pollution Prevention Plan has been prepared and filed with DEC. The City of Ithaca as lead agency prepared a Draft Environmental Impact Statement for the action with findings concluded in July 2009.

The Department has made a tentative determination to approve this application for a new State Pollutant Discharge Elimination System (SPDES) permit for existing discharges. The applicant proposes to install three new sand filters to replace three existing unpermitted sand filters installed approximately 30 years ago. The permitted maximum daily flow at outfall 003-Lansing Middle School is 5,600 gpd; outfall 001-Lansing High School is 6,800 gpd; and outfall 002-Lansing Elementary School is 6,000 gpd.
