Project Description:

The Department has received a request for a permit modification/renewal to operate air pollution sources and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a State Facility Permit, for the facility that is now located at "Barrett Paving Materials - Litchfield Quarry", Town of Litchfield in Herkimer County in New York State. The exact location is at 363 Rasbach Road in Litchfield NY 13491. This facility is engaged in the quarrying, crushing and screening of limestone as well as the preparation of hot mix asphalt. The asphalt is formulated in a counterflow drum plant. This facility also utilizes four stationary diesel engines. The Standard Industrial Classification representative of this facility is 1422 (Crushed and Broken Limestone) and 2951 (Paving Blocks and Mixtures). With respect to air pollution regulation, the activities of concern at Barrett Litchfield are limestone particulate matter which elutes from limestone handling activities and also oxides of nitrogen (NOx) and carbon monoxide (CO) which elute from the combustion of 'waste fuel A'. The four stationary diesels also elute the same contaminants; these engines utilize modern control equipment to reduce emissions. A baghouse has been installed on the HMA plant to reduce the particulate emissions. The facility has elected to cap CO, NOx and PM-10 emissions below Major Source Thresholds. This permit renewal was performed for the purpose of bringing the latest Part 201 conditions into the permit.

The draft permit with all conditions is available for review in the Region 6 NYSDEC sub-office in Utica, NY.

Project Description:

This Department has received a request to renewal a permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air Title V Permit, at the facility located at Tennessee Gas Pipeline Company Compressor Station 245, the facility located at 457 Burrows Road, West Winfield, NY 13491.

The Department has made a tentative determination to approve the application of the Tennessee Gas Pipeline Company, which provides for the transmission of natural gas along the natural gas pipeline. The renewal of the Title V Permit allows the operations and of emission units R-24502, R-24503, R-24504, R-24505, and R-24506 which includes five Worthington UTC internal combustion engines, one Worthington ML internal combustion engine that is slated to be shut down in December 2015, one Clark TLAD internal combustion engine, two Caterpillar model 3612 internal combustion engines, and a Caterpillar model 3516 internal combustion engine for emergency power generation. The renewal also allows for the construction of emission unit R-24507 that includes a Taurus 70 Turbine, which will replace the Worthington ML-12 engine of emission unit R-24503. All engines, and turbine are subject to the NOx RACT requirements of 6 NYCRR 227, and the two Caterpilar model 3612 engines are also subject to 40 CFR 63 Subpart ZZZZ. The new turbine is subject to 60 CFR Subpart KKKK and 40 CFR 63 Subpart YYYY. The issuance of this renewal permit is the continued approval of the NOx RACT Compliance and Operating Plan for 6 NYCRR 227-2.5(c) that was submitted in November 2011, and approved in July 2012, and applies to seven engines.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Project Description:

Dredge approximately 130 cubic yards of rock from in front of the shoreline. Use dredged rocks to build a 125' long stepped back rock wall three courses high at the mean high water line. Backfill behind the wall. Top an existing island with I-beams and concrete (~30'x17') as a base for cantilevered docks. Any dredge spoils not used in wall construction will be disposed of on site in an upland location.
