Project Description:

The applicant proposes to add one acre to the final pond configuration within an existing 109 acre life of mine at the Cammerotta Mine, and to extend the pond into the adjacent Dyer Lease Mine. The final pond is proposed to be 61.3 acres between the two mine sites. No change to the overall approved life of mine of 109 acres is proposed. The project is located on the east side of Allen Road, Town of Schaghticoke, Rensselaer County.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Feb 27, 2015.

The applicant proposes to remove 0.74 acres from an existing 8.4 acre life of mine sand and gravel mine, and to relocate the affected area to 0.34 acres on the northwest side of the mine. The relocation will move mining away from a regulated wetland. The project also includes extending the proposed pond from the adjacent Cammerotta Pit into the Dyer Lease mine by 5.3 acres at final reclamation. The project is located on the east side of Allen Road, Town of Schaghticoke, Rensselaer County.

The applicant proposes to construct a 135 lot residential subdivision on a 214 acre parcel which will result in 0.02 acres of temporary impacts and 3.31 acres of permanent impacts to the adjacent area of Freshwater Wetland S-106, 120 linear feet of stream impacts, and 0.10 acres of federal wetlands. Mitigation for wetland impacts includes preservation of remaining wetland areas via deed restriction. The project is located between Baldwin and Spring Roads in the Town of Glenville, Schenectady County.
