Project Description:

The Department has prepared a draft permit and has made a tentative determination to approve this application for RENEWAL of an Air State Facility Permit. The facility is a center for the Internal Revenue Service's (IRS) operations. The facility operates two (2) dual fired boilers, each rated at 20.9 MMBtu/hr which can burn #2 fuel oil and natural gas. There are two (2) 1500 kW emergency generators and an emergency combined heat power system consisting of six (6) generators and six (6) heat recovery boilers. The facility will cap emissions of Oxides of Nitrogen (NOx) at 22.5 tons per year in order to avoid Title V facility status."

Project Description:

The applicant proposes improvements to drainage structures along Brook Road at Caroline Ave, within and adjacent to NYS regulated freshwater wetland #PJ-3, Mill Creek. The improvements include the excavation and removal of 250 cubic yards of accumulated sediment from an infiltration swale and intermittent stream channel, placement of a thin layer of clean sand within the swale and channel, clean out of an existing catch basin, removal and replacement of drainage pipes, and installation of a water quality unit which will remove sediments from runoff discharging to the channel. Removed material will be disposed of off-site at an approved upland facility. Disturbed areas are to be reseeded with a native wetland seed mix. The project is located along Brook Road at Caroline Ave, Village of Port Jefferson, Town of Brookhaven, SCTM #0206-11-6-17.7, 17.8 and Road ROW.

Project Description:

The applicant has an existing dwelling, accessory structures and bulkhead on lot 2 and now owns the adjacent vacant non-bulkheaded property known as lot 1. The applicant proposes to construct 60 feet of new bulkhead on lot 1 which will connect to the existing bulkheads on the adjacent lots. Backfill the bulkhead with 10 cubic yards of clean fill which will result in the filling of 51 square feet of tidal wetlands known as shoals, mudflats and high marsh. Enlarge the existing dwelling on lot 2 by constructing an addition and garage that extends onto the vacant lot 1. The addition will be located 27 feet from the wetland boundary at its closest point and will be 13 feet closer to the wetland than the average setback of 40 feet for similar structures located within 500 feet of the subject property that were constructed prior to 8/20/77. Install a pervious driveway and 3 drywells on lot 1. The project is located at 9 Roneck Court, Shirley, Town of Brookhaven, SCTM # 200-984.5-3-1,2.

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
