Draft Negative Declaration

Nassau County - Pursuant to the NYS Drinking Water State Revolving Fund and the State Environmental Quality Review (SEQR) Act, the Water Authority of Great Neck North, as lead agency has determined that the Storm Mitigation Improvements Project (DWSRF Project #18146) will not have a significant adverse environmental impact. This notice presents the Draft Negative Declaration for this project based on the Water Authority of Great Neck North's environmental review and determination that the proposed project will not have a significant adverse effect on the environment. The public may submit comments on this Draft Negative Declaration to the SEQR contact listed below. Public comments will be accepted through Wednesday, February 4, 2015, fourteen (14) days following publication of this notice. The New York State Department of Health has determined that this project is eligible for funding under the Storm Mitigation Loan Program (SMLP) established through the New York State Drinking Water State Revolving Fund (DWSRF) provisions of the Federal Disaster Relief Appropriations Act enacted following Hurricane Sandy. In accordance with SMLP program requirements, the proposed WAGNN project was classified as a SEQR Type 1 equivalency project and a coordinated environmental review was performed in compliance with the standards set forth by the National Environmental Protection Act (NEPA) and the New York State Environmental Review Process (SERP) requirements.

The project involves elevating certain public water supply wellheads and associated equipment to protect these supply wells and minimize the risk of well damage or disruption of services during future flood events and allow WAGNN to maintain essential water supply services. Automatic standby generators would be installed at select supply well locations, enabling WAGNN to keep these wells operating during power outages to supply potable water and ensure proper water pressure to meet critical fire flow demand, maintaining uninterrupted supply and adequate fire protection. A new portable generator would be purchased to give WAGNN the flexibility to bring emergency power to locations that need it to respond to power losses due to storms and electrical service grid problems. The project will be completed entirely on WAGNN owned property and will primarily involve in-kind replacement of equipment and structures. The project does not include property acquisition or expansion of facilities, and no adverse impacts on surrounding properties are expected. Based on the environmental review summarized in the Full Environmental Assessment Form and the NEPA Environmental Information Document, the proposed project will not adversely impact the environment, land use, natural resources or public resources.

Negative Declaration

Suffolk County - The Town of Islip Planning Board, as lead agency, has determined that the proposed Invagen/Alphamed Pharmaceuticals project will not have a significant adverse environmental impact. The action involves the subdivision of 17.95 acres into two parcels; one 13.49 acres for the construction of a 260,000 square foot pharmaceutical manufacturing facility and one 4.48 acres for the construction of a 79,940 square foot bottling facility. Attendant parking and loading facilities are proposed as well as a 50 foot wide, 10 foot high berm to buffer residential uses to the west. The project is located on South Technology Drive, Central Islip, NY.

Notice of Acceptance of Final Environmental Impact Statement

Nassau County - The Planning Board (Board of Trustees) of the Incorporated Village of Great Neck Estates, as lead agency, has accepted a Final Environmental Impact Statement (FEIS) on the proposed 24 Amherst Road Subdivision. The proposed action consists of a two-lot residential subdivision of a 32,000 square foot (SF) parcel of land situated on the south side of Amherst Road, identified on the Nassau County Tax Map as Section 2, Block 002, Lot 4. The proposed subdivision would enable the demolition of the existing single-family residential structure and the redevelopment of the property with two, 2.5-story single-family residential homes. Each of the newly created parcels will contain 16,000 SF and have 100 feet of frontage (configured 100' x 160'). The subject property is zoned Residence B, which requires a minimum lot area of 12,900 SF. Parking will be accommodated at each home with side entrance garages. There will be a single vehicle access point on Amherst Road for each home. In conformance with zoning, the homes will have a minimum 50-foot setback from the front property line, 15-foot side yard setback from property lines to either side and rear yards exceeding the 45-foot setback required by the Village Code. The proposed homes will be connected to municipal water service and on-site sanitary systems for each parcel will be installed. The project is located at 24 Amherst Road, Incorporated Village of Great Neck Estates, Great Neck, New York.
