Project Description:

The Department has received a request for a permit modification/renewal to operate air pollution sources and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a State Facility Permit, for the facility that is located at F E Hale Manufacture Co, Town of Frankfort in Herkimer County in New York State. The exact location is at 120 Benson Place in Frankfort NY. This facility is engaged in the manufacture of institutional wood furniture and cabinetry. The Standard Industrial Classification representative of this facility are 2521 (Wood Office Furniture). With respect to air pollution regulation, the activities of concern at FE Hale are the surface coating of wood surfaces and the operation of a wood fired boiler. The facility has elected to cap VOC and HAP emissions below the Major Source Threshold. This permit renewal was performed for the purpose of bringing new Part 201 conditions into the permit and also to correct various errors that have evolved into the permit.

The draft permit with all conditions is available for review in the Region 6 NYSDEC sub-office in Utica, NY.

Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a modification and renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0025151) for the surface discharge of 4 mgd of treated wastewater to the Black River, a class C water. The Carthage/West Carthage Water Pollution Control facility's treatment system consists of both separage and combined sewers. The treatment includes: screening, primary settling, activated sludge, final settling, and sludge thickening/pressing. Sludge is taken to a solid waste management facility in Rodman, NY.

DEC proposes to incorporate the following modifications to this permit: Permit pages, limits, requirements, and general conditions have been updated and reflect current permit language, DEC guidance, format and nomenclature. Daily maximum and Daily average monitoring for pollutants has been added. The Daily maximum limit for Phenolics, Total has been changed. A PCB action level has been deleted and PCB Congeners short term monitoring has been added. Whole Effluent Toxicity testing has been added. Footnotes have been updated and renumbered. A mercury minimization program has been added. The mini pretreatment program has been updated. Discharge Notification requirements have been updated. A monitoring locations map has been added. General requirements have been added. Recording, Reporting and Additional Monitoring requirements have been updated.

Project Description:

The Department has received a request for a permit modification/renewal to operate air pollution sources and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a State Facility Permit, for the facility that is now located at "Barrett Paving Materials - Boonville Quarry", Town of Leyden in Lewis County in New York State. The exact location is at the county line on State Route 12 in Boonville NY 13309. This facility is engaged in the quarrying, crushing and screening of limestone as well as the preparation of hot mix asphalt. The asphalt is formulated in a 240 ton/hour batch plant. The Standard Industrial Classification representative of this facility is 1422 (Crushed and Broken Limestone) and 2951 (Paving Blocks and Mixtures). With respect to air pollution regulation, the activities of concern at Barrett Boonville are limestone particulate matter which elutes from limestone handling activities and also oxides of nitrogen (NOx) and carbon monoxide (CO) which elute from the combustion of 'waste fuel A'. A baghouse has been installed on the HMA plant to control the particulate emissions. The facility has elected to cap CO, NOx and PM-10 emissions below Major Source Thresholds. This permit renewal has been performed for the purpose of bringing the latest Part 201 conditions into the permit.
