Legislative Public Hearings will be held on Wednesday, January 21, 2015 and Thursday, January 22, 2015.

Location Change:

Please note that the location of the hearing to be held on Wednesday, January 21, 2015 has been changed from the Brewster Central School Performing Arts Center Auditorium on Foggintown Road to the Henry H. Wells Middle School Auditorium located at 570 Route 312, Brewster, NY.

There is no change to the hearing location for Thursday, January 22, 2015.

Negative Declaration

Orange County - The Town Board of the Town of Newburgh, as lead agency, has determined that the proposed Town of Newburgh Zoning Amendment for Personal Service Stores and Uses in the IB Zoning District will not have a significant adverse environmental impact. The action involves the adoption of a local law amending the Zoning Code of the Town of Newburgh to permit personal service stores and uses as a principal use in the Interchange Business (IB) District subject to site plan review by the Planning Board. A definition of personal service store or use is also added to the Code: "an establishment or use that primarily renders services to persons rather than engaging in the sale of products, including but not limited to barber, hairdresser, health spa, beauty, tanning, tattoo and nail salons and parlors, shoe repair, laundry, laundromat, dry cleaner, tailoring, dressmaking, photographic studio, pet grooming, catering with no on-site food service, express mail/courier without warehouse, travel agencies and businesses providing similar services. Personal services may include, as an accessory use only, retail sales of items related to the services being provided. Personal services do not include professional office use or motor vehicle related services." The same bulk requirements, including lot area, width and depth, yards, building height, building and surface coverage, as apply to offices for individual retail stores, convenience stores without gasoline filling stations and health clubs and fitness facilities shall apply to personal service stores and uses. The project is located in the Town of Newburgh, New York.

Orange County - The Town Board of the Town of Warwick, as lead agency, has determined that the proposed Adoption of Zoning Amendments Local Law No. 7 of 2014 will not have a significant adverse environmental impact. The action involves the adoption of a Local Law to amend the Town Zoning Law. The Local Law will add a new use to the Table of Use Requirements to encourage renewable energy in the Town of Warwick, to provide clarification in the Town's Table of Use Requirements for Commercial Agricultural Operations involving renewable energy, and to add screening and coverage requirements for solar panels, where applicable. The Local Law provides corrections and clarifications to the existing Zoning affecting stormwater management, signs, and a change of use. The Local Law will also extend the time in which applications, that have received final conditional approval from the Town Planning Board, must receive complete approval and have a map filed with the Town Clerk or County Clerk. The project is located throughout the Town of Warwick, New York.

Sullivan County - The Town Board of the Town of Fallsburg, as lead agency, has determined that the proposed Amendments to the Town of Fallsburg Town Code Chapters 96m 137, 218, and 310 and Fee Schedule Revisions will not have a significant adverse environmental impact. The action involves Town Code amendments and revisions to Chapters 96, 137, 218, and 310 and fee schedule revisions to Local Law 1 of 2012 including but not limited to the adoption of changes in the allowable uses within any zoning district affecting 25 or more acres of the district. The project is located throughout the Town of Fallsburg, New York.
