Project Description:

The applicant proposes to stabilize the northern shoreline of Frost Creek, a NYSDEC regulated tidal wetland, by placing a single row of 1-ton boulders below apparent high water. An area of marsh restoration is proposed to be created landward of boulders by placing 40 cu. yds. of clean sand and planting with Spartina alterniflora, 18" on-center. The bank landward of the marsh restoration is proposed to be re-graded, and 30 cu. yds. of 150-250 pound bounders are proposed to be removed and re-installed on the bank and covered with 140 cu. yds. of clean sand. An additional 55 cu. yds. of clean sand is proposed to be placed over an existing rock wall located landward of high marsh. The filled areas are proposed to be hydroseeded with Maritime Meadow Seed Mix. The applicant also proposes to stabilize the southern shoreline of Frost Creek by placing a single row of 1-ton boulders landward of existing inter-tidal marsh, regrading the eroded bank landward of the boulders and placing 130 cu. yds. of clean sand and topsoil. The filled area is proposed to be stabilized with erosion blankets and hydroseeded with Maritime Meadow Seed Mix. The proposed project is located at 1 Horse Hollow Road in Locust Valley in the Village of Lattingtown, Town of Oyster Bay, Nassau County, NCTM# 30-B-50, 50A, 62A &1084.

Project Description:

The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and made a tentative determination to issue a new State Facility Permit for the applicant's existing facility, located at 245 Marcus Blvd., Hauppauge, Town of Smithtown, Suffolk County. Josh Packaging is a commercial flexographic printer of plastic bags. The facility currently operates two (2) flexographic printers and proposes to install a third press. All presses use solvent based inks which will be collected and sent to a new regenerative thermal oxidizer to control Volatile Organic Compound (VOC) emissions. The facility VOC emissions will continue to be capped at 45,000 pounds per year.
