Project Description:

The Department has received an application from Arkema Inc for renewal and modification of its Title V Facility Permit for its Geneseo Facility, which produces industrial organic chemicals. The Geneseo Facility meets the definition of a major stationary source in 6 NYCRR Part 201-6, and is required to maintain a Title V Facility Permit, due to potential emissions of volatile organic compounds (VOC) of over 50 tons per year. It also meets the 6 NYCRR Part 201-2(b)(21)(v) definition of a Major Facility for the applicability of Part 231 New Source Review regulations, due to potential VOC emissions of over 250 tons per year. Facility emissions are from chemical manufacturing operations, storage tanks, and wastewater treatment operations.

The initial Title V Facility Permit for the facility was issued January 11, 2001. It was modified effective April 25, 2002 to authorize increased organic peroxide production, and add new control equipment to limit the resultant increase in VOC emissions to below the 6 NYCRR Part 231 New Source Review threshold of 40 tons per year. The Permit was renewed without significant changes effective August 23, 2006.

As part of this application, Arkema Inc proposes modifications to reflect equipment changes, with no significant changes in emissions.

In response to the application, the Department has generated a Draft Title V Facility Permit, and has made a tentative determination to issue the Draft as a Final Permit, if comments received do not raise significant issues that must be addressed before a permit can be issued.

To verify that facility emissions are within allowable limits, the Draft Permit specifies Arkema Inc will be required to submit monitoring reports and compliance certifications every 6 months. Records of all monitoring data and support information must be retained for a period of at least 5 years from the date of the monitoring, sampling, measurement, report, or application and must be made available to Department inspectors upon request.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:

Rochester Gas & Electric (RG&E) an Iberdola USA (IUSA) company, is proposing a 34.5 kV transmission system improvement project within its eastern Wayne County service area. The proposed project, which is intended to improve system reliability, will include: 1) Installation of a new outdoor breaker bay and control house expansion at RG&E's existing Clyde Substation (Station 199) in the Town of Galen; 2) Construction of a new 10.4 mile transmission line segment (new build Circuit 708) from RG&E Station 199 to interconnect with RG&E's existing Circuit 708 line; 3) Reconstruction of 10.2 miles of existing Circuit 708 within existing RG&E Right of Way (ROW), which will be renamed Circuit 804 upon completion; and, 4) Construction of a 0.25 mile long bypass line on new ROW to connect the reconstruction Circuit 804 transmission line to existing circuit transmission structures. A total of 0.009 acres of fill and 2.152 acres of vegetation clearing within NYS designated wetlands are proposed with this project. No impacts to streams are anticipated with this project.
