Cayuga County - The Cayuga County Legislature, as lead agency, has determined that the proposed Emerson Park Boat Launch and Road Improvements will not have a significant adverse environmental impact. The action involves the necessary reconstruction and improvements to an existing public boat launch and access roads at Emerson Park. Emerson Park is a county park located at the north end of Owasco Lake in the Town of Owasco. The boat launch provides public boat access to the Owasco River and Owasco Lake. The boat launch and access roads are located near, but not within, the portion of Emerson Park listed as Lakeside Park on the New York and National Registers of Historic Places.
The reconstruction and improvements include: milling and recoating the boat launch access road, park entrance road, and park exit road; installing new granite curbing along the boat launch access road, park entrance road, and park exit road; replacing the seawall at the boat launches and inserting a new concrete bulkhead behind it; reconstructing the boat tie-up area and boardwalk; adding fixed and floating docks for boat slips in the river channel.
The project can be divided into three phases. Phase 1 includes final design, approvals, and permitting. Phase 1 may begin as soon as funding becomes available. Phase 2 includes roadwork and curbing. Phase 2 may begin in the first summer construction season after funding becomes available. Phase 3 includes the demolition and reconstruction of the boat launch. Phase 3 may begin in the first winter after Phase 1 is complete.
The project is located in Emerson Park, 6879 East Lake Road in the Town of Owasco, New York.

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Chenango RA #28, Red Brook State Forest, Stand A-9, Site Preparation will not have a significant adverse environmental impact. The action involves the application of registered herbicides to undesirable woody and herbaceous plants (beech, hophornbeam and striped maple saplings and fern) on 53 acres of State Forest to create conditions suitable for seed germination and the establishment of desirable (commercial) timber species. The abundance of these undesirable plant species present on the site are growing at a density that interferes with the development of desirable forest regeneration. Herbicide application is the most effective way to eliminate undesirable plant species that interfere with the development of desirable forest regeneration. The Chenango RA #28, Stand A-9 is located in the Town of German, New York.

Notice of Acceptance of Draft EIS and Public Hearing
Oswego County - The Hastings Town Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Central New York Raceway Park, Inc. Motor Sports and Harness Racing Complex. A public hearing on the Draft EIS will be held on January 7, 2014 at 7:00 p.m. at the Hastings Town Hall, 1134 US Route 11, Central Square, New York. The action involves an application from Central New York Raceway Park, Inc. for a Special Use Permit to construct a motor sports and harness racing complex on approximately 150 acres located in the Town of Hastings, New York between U.S. Route 11 and Interstate Route 81 running north from the existing Brewerton Racetrack to the Central Square Middle School. The complex will feature a 2.2 mile paved "road course" motorsport racing circuit as well as a one-half mile synthetic dirt racing oval; a fifty bay NASCAR style garage space located in a 360 foot by 60 foot building in the pit area; a look out/ central tower and outdoor parking sufficient to permit parking for up to 200 large vehicle haulers or a much larger number of personal vehicles. A separate 10 foot by 60 foot building will serve as the facility maintenance building. The proposal also includes theater style stadium seating for 4,980 spectators located between the one-half mile synthetic dirt oval and the grandstand building. The grandstand building consists of a 350 seat full service restaurant, a 275 seat banquet room, VIP suites, observation deck, a full television and radio production studio, offices, and control tower. The plan also includes a horse stabling barn, paddock, security and offices for State Regulatory personnel for harness racing on the half-mile synthetic dirt racing oval. The racing complex will also include a skid pad and Solo Course for Solo events and Kart events in the center of the synthetic dirt oval suitable as a show platform for musical concerts or other civic events. The spectator parking area will fit 2,500 cars. There will be additional parking in non-paved lots for another 2,000 vehicles. LED lights will be dark-sky compliant.
