Project Description:

The New York State Department of Environmental Conservation is pursuing a Department Initiated Modification to State Pollutant Discharge Elimination System (SPDES) Permit (NY 0104795) pursuant to 6 NYCRR Part 750-1.18 and 750-1.19, the Priority Ranking System known as New York State Environmental Benefit Permit Strategy (EPBS). The facility discharges 0.185 million gallons per day of treated sanitary wastewater into Little Valley Creek, a Class C(T) waterbody. The proposed modifications to this permit include updated permit pages. The change to the permit limits are a reduction in BOD daily limits and TSS limits, increase in dissolved oxygen limits and removal of chlorine residual limits. The facility is located at 103 Rock City St. Ext. in the Village of Little Valley. The Department is seeking comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought. A draft permit is available for review.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0003433) for the surface discharge of treated process and roof drain wastewater to the Chadakoin River, a class C water. The Jamestown Electro Plating Works Facility produces metal finishing and electro coatings. However, there have been no effluent flow discharges from the facility over the past five years, and as a result, there were no changes to the effluent limits. The permittee has elected to keep the permit until they are ready to activate the outfalls. As a result, the permit includes special conditions on notification, effluent treatment and application submittal. The permittee is not allowed to activate the outfalls until the special conditions are met.

DEC also proposes to incorporate the following modifications to this permit: - Administrative changes were made and additional outfalls were added to page 1 of the permit. -A revised Best Management Practices was added. -A new General Requirements page was added. -The Recording, Reporting and Additional Monitoring Requirements page was updated.
