Project Description:

The applicant, Valley Sand & Gravel, Inc, is proposing to add approximately 103 acres to the existing life of mine. The proposed area would be mined in four (4) phases over a projected 30-year period. The mined sand and gravel would be transported to the current plant and stockpile location by truck initially, until a pit is established, thence a field conveyor would be utilized under River Road to convey the material from the proposed site to the existing pit. Processing will include screening, crushing and washing. The site will be reclaimed to open space by grading, replacement of topsoil, and re-vegetating upland areas along with the creation of a 3.4 acre pond. In addition to the Department determining the application to be complete, the Department has determined the Draft Environmental Impact Statement (DEIS) is sufficiently adequate for public review and comment. A legislative hearing on the complete application and DEIS is scheduled for 7:00 PM on January 7, 2014 at the Caledonia Town Hall, with an alternate date of January 8, 2014 if weather forces postponement of the January 7th hearing.

The applicant is proposing bank stabilization activities along the north shore of the Cayuga-Seneca Canal in association with sediment remedial activities to be conducted in accordance with the NYSDEC Division of Environmental Remediation's proposed remedy. The proposed bank stabilization activities include the removal of approximately 590 cubic yards of material below the ordinary/mean high water level and installation of approximately 550 lineal feet of gabion baskets in the vicinity of the Evans Chemetics facility. Additionally, to stabilize the Canal banks following remedial dredging, approximately 1,491 cubic yards of fill and stone rip rap will be placed below the ordinary/mean high water level of the canal.
