Project Description:

Applicant proposes to operate a temporary dewatering system to facilitate the construction of a new 48" parallel interceptor across Belt Parkway at 150th Avenue in Queens with a maximum withdrawal of 1,152,000 gallons per day. Pumped groundwater is to be directed to existing sewers which discharge to a twin 36" and a 72" interceptor which discharge to Jamaica WWTP.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYC Dept of Environmental Protection

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Dec 26, 2013.

The Department has made a tentative decision to approve the emission reduction credit (ERC) application for the past emission reductions resulting from the permanent shutdown and surrendering the permit for the referenced facility. The emission reduction credits are as follows: NOx: 137.20 tons per year; VOC: 9.27 tons per year; PM-2.5: 12.81 tons per year; SO2: 1.00 ton per year.
