This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department of Environmental Conservation (DEC) has received an application from the permitee to modify the existing State Pollutant Discharge Elimination System(SPDES) permit for the facility and to construct a new outfall into the St. Lawrence River. DEC made a tentative determination to modify the SPDES permit and issue a Article 15 Protection of Waters permit for the outfall construction. This modification is due to the reconstruction of the sanitary treatment facilities serving the Eisenhower Lock Visitor Center and will result in a decrease of the permitted flows of treated sanitary wastewater. The new sanitary treatment facilities consisting of a septic tank and sand filter followed by disinfection will be permitted to discharge up to 3,000 gallons per day.

The existing SPDES permit will also be updated to include updated forms and permit language incorporating the latest general conditions for permits of this type.
