Project Description:

The applicant proposes an existing discharge of up to 1.29 mgd of untreated process wastewater through three outfalls to Putnam Creek, a Class C(T) waterbody from a primary treatment plant at the applicant's facility located at 19 Fish Hatchery Road in Crown Point. The draft permit contains interim limits and final limits. The applicant will have interim limits until December 1, 2015 when they shall achieve compliance by designing and constructing wastewater treatment for Outfalls 001 002 and 003, if needed, to meet the final effluent limits.

The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System (SPDES) permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sough or for the overall proposed project. SPDES #NY 025-6544.

Project Description:

The applicant proposes modification of an existing discharge of 4,000 gpd of treated sanitary/hospital wastewater to groundwaters (Class GA) from a septic tank / leach field system with additional treatment to remove organic compounds at the Elizabethtown Community Hospital, 75 Park Street, Elizabethtown. The applicant plans to change the sampling location where the effluent limits apply from the distribution box to monitoring wells MW-1 and MW-2 with a frequency of every six months. The effluent limits will remain the same at the new location. Monitoring of pH, total phenols and toluene of the treated wastewater once per quarter is proposed to be added to the distribution box. A 4,000 gpd monthly average limit has been added to the permit. Monitoring of the groundwater elevation at MW-1, MW-2, MW-3 and MW-4 would be established with a frequency of once per 6 months.

Project Description:

The applicant proposes the modification of an existing discharge of up to 1,500 gallons per day of treated wastewater to surface water which ultimately drains to Lake Champlain, a Class AA waterbody from a primary treatment plant at the applicants facility located at 343 Farrell Road, Willsboro. The applicant plans to change the treatment system technology from a treatment lagoon to a filter bag and settling tank system. As part of the technology modification the total suspended solids limit would be changed from 10 mg/l month average to 20 mg/l monthly average with a 40 mg/l daily maximum. Chlorine residual limits would also be changed from monitor only to a daily maximum of 1.5 mg/l.
