Project Description:

The Department has made a tentative determination to approve an Air State Facility permit modification for an existing facility that services, maintains and stores NYCT buses and rail operations. The facility operates three natural gas engine driven CNG compressor units, a paint spray booth and one generator used for peak shaving as well as stationary combustion sources and other exempt and trivial sources. Due to the applicability of 40 CFR 63 subpart ZZZZ and the shutdown of the fourth CNG Compressor unit, NYCT is installing oxidation catalysts to control emissions of carbon monoxide and is also proposing the use of a Detroit Diesel generator to shave electricity usage based on NYPA's PLM Program. Facility NOx and VOC emissions are limited to 24.9 tons per year. The facility Greenhouse Gas emissions (as CO2e) are limited to 100,000 tons per year.

The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

Project Description:

As part of the Linden Place reconstruction project currently being implemented by the New York City Department of Transportation, the applicant proposes the extension of 132nd Street approximately 1,000 feet from 23rd Avenue north to 20th Avenue. Construction of the roadways will continue standardization of roadway width, add curbs, sidewalks, water mains, sewer lines, lighting and trees. The proposed project will impact 2.52 acres of NYSDEC regulated Class II Freshwater Wetland FL-2 (Flushing Airport) and 0.58 acres of wetlands adjacent area. The amount of fill material to be placed in wetlands/waters is 282 cubic yards and 2,735 cubic yards within the NYSDEC regulated wetland area. The applicant proposes to convert 11.78 acres of existing concrete runways and degraded wetlands to 11.78 acres of restored open water habitat to enhance water quality, improve flood storage and increase wetlands habitat values and create areas of forested upland and grass land to mitigate for the proposed filling and previous requirements of a Consent Order.
