Negative Declaration

Clinton County - The City of Plattsburgh Planning Board, as lead agency, has determined that the proposed City of Plattsburgh Marina will not have a significant adverse environmental impact. The action involves the development of a City of Plattsburgh Marina consisting of approximately 32 boat slips, approximately 25 mooring buoys and the renovation of a 2,500 square foot building. The proposed action does not involve any changes to the land or shoreline. There is currently a dock system installed on the project site adjacent to the sea wall. The proposed development would expand the number of boat slips to approximately 32 and add approximately 25 mooring buoys to the east and north of the dock slips. The purpose of this development is to improve public access to the waterfront in close proximity to the downtown area of the city. The project is located at 2 Dock Street in the City of Plattsburgh, New York.

Saratoga County - The Town of Moreau Planning Board, as lead agency, has determined that the proposed Deer Park Subdivision - Phase III will not have a significant adverse environmental impact. The action involves an expansion of a residential subdivision located on Grey Fox Road in the Town of Moreau, New York. The Applicant proposes to subdivide an approximately 9 acre parcel into 5 lots, 4 of which will be single family residential lots. The applicant proposes to retain the fifth lot for himself. Of the approximately 9 acre parcel, roughly 3.6 acres will be developed and divided among the 4 single family residential lots, and 5.4 acres will be left undeveloped.

Notice of Acceptance of Final SEIS

Essex and Hamilton Counties - The Adirondack Park Agency (APA), as lead agency, has accepted a Final Supplemental Environmental Impact Statement on the proposed 2013 Adirondack Park State Land Classification Proposal. A Final Supplemental Environmental Impact Statement (FSEIS) will be completed for the proposed action described below on Friday, December 6, 2013. This notice is issued pursuant to 6 NYCRR Part 617 and 9 NYCRR Part 586, implementing Article 8 (State Environmental Quality Review Act) of the Environmental Conservation Law. The Final SEIS is available from the Adirondack Park Agency, 1133 NY State Route 86, PO Box 99, Ray Brook, NY 12977, Phone: (518) 891-4050 and on line at: www.apa.ny.gov.

The action involves the classification and reclassification of State lands pursuant to Section 816 of the Adirondack Park Agency Act and the Adirondack Park State Land Master Plan. The state-owned lands affected include four parcels of land to be classified and three adjacent parcels of land to be reclassified.

A Draft Supplemental Environmental Impact Statement (DSEIS) was released on May 22, 2013. Nine public hearings were held on the Draft SEIS and written comments were accepted through July 19, 2013. A final supplemental environmental impact statement has been prepared pursuant to 6 NYCRR 617.9.

The classification proposals involve lands in the Towns of Minerva and Newcomb in Essex County, New York and the Town of Indian Lake in Hamilton County, New York.
