Burnett Stone Inc has had an exploratory bluestone mining permit for one acre of this parcel and now proposes a 19.96 acre life-of-mine on lands owned by Burnett Stone. Typical mining operations for bluestone are proposed including occasional blasting and cutting. A 5 acre Phase 1 area will be affected during the first permit term. The area will be reclaimed to vegetated wildlife habitat consistent with adjacent mining facilities in the area.

Project Description:

The NYS Department of Environmental Conservation (DEC) has prepared a Draft Permit and made a tentative decision to issue to Cornell University a renewal of its Title V permit. The Department previously announced its decision to issue to Cornell a revised Title V permit on April 30, 2013. The Department has revised the previously draft permit to include recent revisions to 6 NYCRR 225-1 and 6 NYCRR 228-1; to account for the removal of an ethylene oxide sterilizer; and to allow Cornell the flexibility to install temporary rental boilers equivalent to, or smaller than, the temporary boilers that are currently allowed in its Title V permit.

Cornell operates a central heating plant consisting of gas and oil-fired boilers and two stationary combustion turbines. Cornell also operates other sources including emergency generators, a paint booth, an ethylene oxide sterilizer, an alkaline hydrolysis unit at the vet school, gasoline dispensing sites and numerous combustion sources. This permit consolidates Cornell's existing Title V permits and state facility permits into a single Title V permit.

The emission sources are subject to a variety of State and Federal rules, including National Emission Standards for Hazardous Air Pollutants and Standards of Performance for New Stationary Sources.

In accordance with 6NYCRR Parts 621.7(d)(9) and 201-6.4(c), the Administrator of the US Environmental Protection Agency has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. The Draft Permit and Permit Review Report may be viewed and printed from the DEC web site at: http://www.dec.ny.gov/chemical/32249.html.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the DEC rep listed below.
