Project Description:

The Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a renewal to State Pollutant Discharge Elimination Systems (SPDES) permit (NY#0006912) for the surface discharge of treated wastewater to the Mohawk River, a class C water. Mohawk Fine Papers Waterford Facility is a non-integrated manufacturer of fine paper. Manufacturing support activities include maintenance shop, store room, process water treatment, boiler room, and warehousing. Treatment at the facility consists of a dissolved air flotation clarifier. Sludge is dewatered on a screw press and composted.

DEC proposes to incorporate the following modifications to this permit: -Administrative changes have been made to page 1 of the permit. -BOD5 and TSS monthly average and daily maximum have been changed. -Chlorine, Total Residual maximum daily limit has been changed in accordance with the water quality based effluent limit. -Whole Effluent Toxicity (WET) acute and chronic action levels have been changed. -Footnotes 3 and 4 have been updated. - Total Sulfide has been added to the schedule of submittals. -Water Treatment Chemical requirements have been removed and included in general requirement J. -Discharge Notification requirements have been updated. -The monitoring locations page has been updated. -Industry Best Management Practices requirement has been updated. -The General Requirements, and the Recording, Reporting and Additional Monitoring Requirements pages have been updated in accordance with Federal and State Regulations.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Dec 27, 2013.
