Such projects proposed in the General Permit include installing drainage tile outfall structures; drainage ditches; bank protection and/or habitat structures; stream bank plantings; single-lane roadway culverts; dry hydrants for fire fighting; utility lines to service a private residence or farm building; removing obstructing trees, debris or other obstructions that block or impede water flow, jeopardize bank integrity, or cause flooding; minor stream channel realignment for the purpose of preventing erosion or protecting local flood control structures; blocking of channel braids; and construction of stone or gravel fords along/within streams in Cattaraugus County.

State Environmental Quality Review (SEQR) Determination:

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a modification to an existing federally enforceable Air State Facility permit for Moldtech, Inc. located in Lancaster, New York. The facility produces a variety of custom rubber molded products for industries. The permit contains emission caps to limit annual potential emissions to avoid requirements of 6NYCRR Part 201-6. The three emission points are paint spray booths where adhesive primers are applied to facilitate the bonding of rubber to metal or plastic. Also on site is a NFPA 86 Class B post curing oven. Under this permit, actual emissions of Volatile Organic Compounds will be less than 49.5 tons per year (tpy), total Hazardous Air Pollutants (HAPs) are limited to less than 24.5 tpy and each individual HAP will be limited to less than 9.5 tpy. Moldtech is required to annually certify continuous compliance with the emission limits established in this permit. The Department is seeking public comment prior to making a final decision on permit issuance. A draft permit is available for review.
