Project Description:

Applicant is proposing a project for bank stabilization along approximately 334 feet of Long Point Creek. Approximately 121 feet of channel will be moved 11 feet south to protect a road (Creekside Lane), along with creation of a bankfull bench for flood control, placement of rock toe protection, and planting of vegetation. East of that, approximately 173 feet of rock will be placed along the stream channel to protect a portion of the northern bank and 136 feet of rock will be placed to protect the southern bank. At the western end of the project area approximately 63 feet of existing rock will be removed, regrading of the bank will be done, and vegetation planted along the south bank of Long Point Creek. The Department intends to issue an individual Water Quality Certification for these impacts to federally protected waters of the US.

The NYS Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification to the State Pollutant Discharge Elimination System (SPDES) Permit NY0025259, pursuant to 6 NYCRR Part 750-1.18.

The DEC proposes to add disinfection requirements for the treatment of plant effluent to better protect public health in compliance with DEC guidance (TOGS 1.3.3). A Schedule of Compliance for installing disinfection treatment units have been added which requires that the system be operational by 5/1/2017. As part of this modification, the General Permit Requirements section has been updated in accordance with State and Federal Regulations.
