Negative Declaration

Ontario County - The Village of Manchester Board of Trustees, as lead agency, has determined that the proposed Local Law No.1 of 2013 will not have a significant adverse environmental impact. The action involves the adoption of Local Law 1 of 2013, which includes the re-zoning of approximately 40.768 acres of land from Residential (R-l), Commercial (C-l) and General Industrial (1-2) to Residential (R-l) and Land Conservation District (L-l) more particularly identified in Schedule "A" of Local Law No. 1 of 2013 and the amended Zoning Map adopted November 4, 2013 by the Village of Manchester. The project is located on State Street, Center Street, Vanderwall Drive, South Main Street, Lehigh Avenue, Merrick Avenue, Merrick Circle, and NYS Route 96 in the Village of Manchester, New York.

Positive Declaration

Ontario County - The Town of Victor, as lead agency, has determined that the proposed Pinnacle Athletic Campus Site Plan may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the construction of a health and wellness themed project that will consist of indoor and outdoor multipurpose athletic facilities, as well as related commercial businesses. The site plan is anticipated to have multiple phases. The current site plan under review includes detailed Phase 1 plans, consisting of approximately 20 acres, as well as an overall site plan of the entire 94 acre project area. The overall site plan proposes the following:

a) Two indoor multi-sport athletic facility buildings not to exceed 160,000 square feet in total, and no one building is to exceed 135,000 square feet.
b) Up to five medical / commercial / retail flex space buildings where total square footage of all buildings would not exceed 150,000 square feet.
c) Up to two hotel buildings where the total rooms for rent of both hotels exceed 150 rooms. No one hotel would exceed 100 rooms for rent.
d) Up to four soccer fields located on approximately 23.8 acres situated between the Auburn and Lehigh Trails.
e) Alternative outdoor action sports area on approximately 15.4 acres.
f) A new roadway that would be offered to dedication to the Town, which will allow access from Phillips Road in Phase 1 of the development, and access to Main Street Fishers after full build out.

The project is located on Main Street Fishers and Phillips Road in the Town of Victor, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Ontario County - The Town of Victor, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Pinnacle Athletic Campus Site Plan. A public hearing on the Draft EIS will be held on December 3, 2013 at 7:00 p.m. at the Victor Town Hall, 85 East Main Street, Victor, NY 14564. Written comments on the Draft EIS will be accepted until December 13, 2013. The Draft EIS is available from the Town of Victor Town Clerk's Office, 85 East Main Street, Victor, NY 14564 and on line at: http://www.victorny.org/index.aspx?NID=278.
