Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a modified Air State Facility Permit to the Williams Field Services Company, LLC for its compressor station in Windsor, NY.

The existing facility consists of four natural gas, spark ignited four stroke compressor engines, three triethylene glycol (TEG) dehydrators, a produced wastewater storage tank and miscellaneous other tanks (such as virgin TEG storage and waste TEG storage). The permit modification will authorize the installation of two new Caterpillar 3616 engines, a flare to control purge gases, the installation of a second produced wastewater storage tank and miscellaneous small tanks for the storage of lube oil and TEG. One of the smaller Caterpillar 3606 engines will be removed. Plant-wide emissions are capped below the major source thresholds.

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:
