The Department intends to re-issue this State Pollutant Discharge Elimination System (SPDES) permit that expired due to an oversight in the permit renewal process. The permit is for an existing discharge of 250 gallons per day (monthly average) of treated floor drain wash water to a splash pad, and eventually to the Saranac River, a Class C waterbody from the Bus Garage Floor Drain Treatment System located at 1380 NYS Route 3, St Armand(T). Refer to the DEC application number listed above and SPDES number NY-025 6242.

Project Description:

The Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) and renewal to State Pollutant Discharge Elimination System (SPDES) permit #NY031768 for the Riverview Landing Wastewater Treatment Plant, pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State Environmental Benefit Permit Strategy (EBPS).

The existing treatment plant includes 15,000 gallons (total) in septic tanks installed in series, followed by a dosing siphon that alternately sends wastewater to two intermittent sand filters. Treated water is chlorinated with tablets, then discharged to an unnamed Class C stream - tributary 19 of the Mohawk River. Following a full EBPS technical review by DEC, the DIM results in no substantive changes to the existing permit. Tributary 19 is now identified as a Class C stream consistent with regulatory requirements. With the Mohawk River 0.2 mile downstream being Class A, disinfection is still appropriate.
