Project Description:

The applicant proposes construction/extension of a 30-foot wide Restricted Vehicle Service Road (RVSR) from the North East Fuel Farm located on the north side of the airfield to the vicinity of Taxiway L situated near the end of the existing perimeter road. This road will eliminate the necessity of fuel trucks and other vehicles having to cross or drive along active runways to access the fuel farm and taxiway aprons where aircraft require refueling, thereby removing conflicts with aircraft movements and improving public safety. The project will also reconnect the Cargo Road (perimeter road) with State Route 17K and designate it as a landside access through road. The total project area encompasses approximately 20 acres of soil disturbance within the Airport property/facility. Road construction will result in approximately 2.3 acres disturbance to 100-foot adjacent area of NYS Freshwater Wetland NB-27 (class 2) and 0.06 acre permanent fill within the wetland proper, requiring an Article 24 freshwater wetland permit from the DEC. A single roadway crossing of an unnamed Class C tributary (H-89-12-P234-1) of Ramsdell Lake (Beaver Dam Lake) will be accomplished by installation of a span structure, thereby avoiding any disturbance to the stream. Enhancement of 0.12 acres of on-site wetlands will be provided as mitigation for unavoidable wetland impacts.

State Environmental Quality Review (SEQR) Determination:

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The New York State Department of Environmental Conservation (DEC) has made a tentative determination to re-issue a State Pollutant Discharge Elimination System (SPDES) permit for the surface discharge of 17,000 gallons per day of treated sanitary wastewater, to an unnamed tributary of the Delaware Rice [Class C]. The discharge is associated with the existing Sullivan West Central School District. The original SPDES permit was issued in 1978 and subsequently allowed to expire.
