The Department has made a tentative determination to approve this application for the modification of a permit for an existing discharge of 9900GPD of treated car wash wastewater to ground water from a treatment system at the applicant's facility located at Deer Park Car Wash, 1680 Deer Park Avenue, Deer Park, NY. Based on a review of the permit application, the permit should be modified to include the following:

• A schedule of compliance for 'Acetone, Antimony, Bis(2-ethylhexyl)phthalate, and Iron.'
• A schedule of submittals for 'Acetone, Antimony, Bis(2-ethylhexyl)phthalate, and Iron.'

Project Description:

Applicant proposes to undertake a beach / dune nourishment project to add sand to the entire approximately 2.7 mile length of Atlantic Ocean beach within the limits of the Village of Quogue. The project will consist of the dredging, with either hydraulic cutterhead or hopper equipment, of an approximately 100 acre area of ocean bottom located about 3,000 - 5,000 feet directly off the Quogue beach to obtain the proposed 1.1 million cubic yards of sand. The ocean bottom in the proposed 100 acre borrow area footprint will be lowered by approximately seven feet. The deposition beach is divided into three zones with varying fill templates designed to best address the observed erosion rates over recent decades. From west to east:

Reach 1: 155,000 cubic yards over a 3,685 foot length of beach (42 cubic feet of fill / linear foot of beach), berm width 80 feet, berm height +7 NGVD '29.
Reach 2: 275,000 cubic yards over a 5,364 foot length of beach (51 cubic feet / linear foot), berm width 50 feet, berm height +7.
Reach 3: 670,000 cubic yards over a 5,276 foot length of beach (127 cubic feet / linear foot), berm width 127 feet, berm height +7.
Reach 3 is designed wider to act in conjunction with the dominant east to west littoral drift as a "feeder" beach. The portion of deposited sand added to existing dunes will be planted with beach grass and sand fencing will be installed.

Project Description:

The applicant proposes to replace the existing irrigation well with a new 8" well with submersible pump, rated at 300 gallons per minute capacity , installed to the same depth of 70'.
