Town of East Fishkill proposes to expand an existing gravel parking area at the Town of East Fishkill Soccer Facility near John Jay High School. The expanded parking area will double capacity by providing 74 spaces and will be located within 0.35 acres of the state regulated 100 foot adjacent area of Freshwater Wetland HJ-37 (Class II).

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The New York State Department of Environmental Conservation (DEC) has received an application for a new State Pollution Discharge Elimination System (SPDES) Permit, pursuant to 6NYCRR Part 750, for the discharge of 1,600 gallons per day of treated sanitary waste water to an unnamed tributary to Kinne Brook (Index #D-10-30-3 , Class B). A new SPDES Permit is required because the previous permit has expired.

A Schedule of Compliance for identifying and removing infiltration and inflow for the collection and/or treatment system has been added to the permit. An interim limit for monitoring flow is included until completion of the Schedule of Compliance. A Mercury Minimization Program for Low Priority POTW's has been added to the permit.

A draft SPDES permit with DEC proposed effluent limits and monitoring requirements is available for review at DEC Region 3 headquarters in New Paltz. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. Substantive comments on these permits or requests for a hearing or both must be submitted in writing to the contact person listed below.

The New York State Department of Environmental Conservation (DEC) has received an application for re-issuance of an expired State Pollution Discharge Elimination System (SPDES) Permit, pursuant to 6NYCRR Part 750, for the discharge of 9,000 gallons per day of treated sanitary wastewater to a Tributary of Esopus Creek (Index # H-171-30, Class C). An existing waste water treatment system currently services the Woodland Apartments located just north of the Old Tongore Road and Route 209 intersection. The old permit requirements have been transferred to the new permit. The facility is considered a non-significant minor facility, discharge class 02.

A draft SPDES permit with DEC proposed effluent limits and monitoring requirements is available for review at DEC Region 3 headquarters in New Paltz.
